Introduction
The Governor of Uttarakhand serves as the constitutional head of the state and is appointed by the President of India. Holding office at the President's pleasure, the governor functions as the nominal head of the state government, with all executive actions carried out in the governor's name. In practice, the governor acts on the advice of the popularly elected Council of Ministers, led by the Chief Minister, who exercises the state's real executive authority. Under the Constitution of India, the governor is also vested with certain discretionary powers, including the authority to appoint or dismiss a ministry, recommend the imposition of President's Rule, and reserve bills for the President's consideration. The governor's official residences are the Raj Bhavans located in Dehradun and Nainital.
Historical Account of Governors of Uttarakhand
The state of Uttarakhand was formed on 9 November 2000 after
being carved out of the Himalayan districts of Uttar Pradesh. Following the
state's creation, Surjit Singh Barnala became its first governor, serving from
2000 to 2003. Among all those who have held the office, Sudarshan Agarwal
remains the longest-serving governor, with a tenure of 4 years and 293 days.
Power of the Governor of Uttarakhand
The Governor of Uttarakhand exercises a wide range of
constitutional powers, including executive, legislative, and discretionary
authority. The governor's executive powers extend to matters of administration,
appointments, and removals, while legislative powers relate to the functioning
of the state legislature, including the Vidhan Sabha
(Legislative Assembly). In addition, the Constitution empowers the governor to
exercise certain discretionary powers in specific circumstances.

Beyond these constitutional responsibilities, the Governor
of Uttarakhand serves as the ex-officio Chancellor of the state's twelve universities.
