Administration of Papum Pare district is headed by Deputy Commissioner. District administration is described as a bridge between the state government and the common people. Presently, the Deputy Commissioner who is in charge of the Papum Pare district handles development works (such as District Rural Development Agency, education, health, transport, supply, social welfare, law and order, judiciary, disaster management etc.) the Deputy Commissioner is assisted by the Additional Deputy Commissioner, Sub Divisional Officer, Extra Assistant Commissioner and Circle Officer in handling the administration properly. In Papum Pare district, there are chiefly two sub divisions, which are Sagalee Sub-Division and Itanagar Capital Complex Sub-division. It is further divided into ten circles and these ten circles are Mengio, Leporiang, Segalee, Toru, Kimin, Doimukh, Balijan, Tarasso, Naharlagun and Itanagar.
