Vidhan Parishad

Vidhan Parishad is the Legislative Council of the State. It is a permanent body and its members are generally distinguished members of the society.

At the same time it is a permanent house of the state as it cannot be dissolved. In India out of the 28 states, in 6 states the Vidhan Parisahd serves as the upper House of the bicameral Legislature. One-third of its members are re-elected every two years and the members of the Legislative Council or Vidhan Parishad serve for a period of 6 years. Members of Vidhan Parishad
In order to become a member of Vidhan Parishad or the Legislative Council should be a citizen of India. He should not be less than 30 years of age. He should have a sound mental state and should not be a bankrupt. He should prove by an affidavit that he has no criminal records against his name. In addition to it his name should be present in the voters list of the state from which he is contesting the election for the membership of Vidhan Parishad.

The size of the Vidhan Parishad or State Legislative Council cannot be more than one-sixth the size of the Vidhan Sabha or the State Legislative Assembly. One sixth of the members of the Vidhan Parishad are nominated by the Governor from persons who have excelled in the fields of art, science, social service and other fields. Another one-third is nominated from the local governments and the remaining one-twelfth members are nominated from teachers of secondary schools, colleges and universities.

The members of the State Legislative Council elect a Chairman and a Deputy Chairman from among themselves. The Chairman, and in his absence, the Deputy Chairman presides over the proceedings and conducts the business of the Council.
