Uttar Pradesh Rajarshi Tandon Open University aims to provide access to higher education for large segments of population especially disadvantaged groups such as those living in remote and rural areas including working people, homemakers and other adults who wish to upgrade or acquire knowledge through studies. University is open to all irrespective of caste, creed or sex and its jurisdiction is all of Uttar Pradesh.

The university offers more than 90 programmes. It has a network of five regional centres, more than 400 study centres across the state of Uttar Pradesh. The university has brought higher education within the reach of a large segment of urban and rural population.
