Local Self Government of Apatani TribeLocal self Government of Apatani tribe is a democratic system. The Bulyang has no authority to exercise power over all the inhabitants. The council has a three tier system - Akha Buliang - major leaders, Yapa Bulyang - Middle aged men and Ajang Buliang - Young men.

Akha Bulyang consists of aged members who act as the consulting authority. The Yapa and Ajang Bulyang are subordinate to Akha Bulyang. Yapa Bulyang has the responsibility to carry on the day to day village affairs and decide disputes. Yapa Bulyang has to keep the Akha Bulyang informed of all developments in the village. Ajang Bulyang are messengers and assistants of the Yapa Bulyang. They are leaders and spokesman of the younger generation. Bulyang generally has a limited authority. Complicated matters are always settled by formal treaties of friendship called dapo.
