On 16th December 1927, Sir Harcourt Butler (1869-1938) accepted the chairmanship of a three-person committee to examine the financial and economic relationships existing between British India and the Indian States. On 14th January 1928, the Butler Committee arrived in New Delhi to initiate its work.
On 14th February 1929, the Committee submitted its report to Parliament, noting that the relations of the Indian States were with the Crown and not the Government of India. Hence, the Paramount Power had the obligation to protect the Indian States.
